J. William McFarland, Jr. – Founder
J. William McFarland, Jr. is an Alabama native and resident. He holds Grant Proposal Writing Certification from Fort Hayes State University and reviews grants for Southeast Missouri State University’s Douglas C. Greene Center for Innovation and Entrepreneurship.
Throughout his career, he has successfully authored over $5 million in awarded grant proposals from the following agencies and organizations:

Boards and Associations
Mr. McFarland has served on a variety of boards and associations, including the Southern Rail Commission (by appointment of the Governor of Alabama), the Tuscaloosa Children’s Center, the Pickensville Rosenwald School Community Center Council, and the Finance and Granting Committee of Region III Council of the Governor’s Office of Workforce Development. Mr. McFarland also served as an appointed member of the Technical Coordinating Committee for the Tuscaloosa Metropolitan Planning Organization. Mr. McFarland has completed the economic development certification course of the Auburn University Economic and Community Development Institute, and holds the AIDT Certified Leader I designation. Mr. McFarland is also a 2011 graduate of the Delta Regional Authority Leadership Institute Executive Academy.
Angelia L. Mance – Project Development Manager
Angelia L. Mance earned her Bachelor of Science degree with a double major at the University of North Alabama, a Master of Science at South Dakota State University, and completed a second Master of Science degree and her doctoral coursework at Kent State University. Additionally, she earned Professional Certification in Online Teaching and Learning through Florida State University.
With more than seventeen years of experience in teaching and administration for education programs and institutions, and business and industry, Ms. Mance has in-depth involvement in fundraising, development, and grant/proposal writing; creating and implementing online and traditional instructional and assessment programs for a wide variety of educational entities. She excels in outreach and developing excellent internal and external relationships, policy development, and project management, and possesses a collaborative management style that enhances productivity and achieves objectives.
Ms. Mance is author of several academic books and numerous articles and chapters. She has previously worked with agencies such as the National Geographic Society, Intergraph Corporation, Data Recognition Corporation, National Council for Geographic Education, the College Board, and the United States Census Bureau. She has served as a Federal Grant Field Reader and Reviewer for United States Government agencies.
